A public survey recently asked the question: "would you mind paying a 10 pence tax to help save the environment, as in Ireland." With this wording, the public was posed a seriously misleading question.
The question is deliberately worded to promote the assumption that carrier bag taxes would actually help the environment. But they don''t - either by reducing the use of plastic carriers or by raising so-called environmental funds (which is just another stealth tax on the consumer).
The fact is that carrier bag taxes could have a seriously negative effect on the environment by encouraging the use of other less environmentally acceptable alternatives and by increasing - not decreasing - the purchase of plastics bags (such as bin liners) which has happened in Ireland.
